Grease or line muffin cups. In a large bowl combine flour, sugar, baking powder, and lemon peel; set aside. In a medium bowl, combine milk, Egg Beaters and melted margarine. Stir into flour mixture just until moistened; gently stir in blueberries. Spoon batter into muffin cups.
In a small bowl combine 1/2 cup flour, 1/2 cup sugar. Add 1/4 cup cold margarine and cut in with a pastry blender until mixture resembles coarse crumbs. Sprinkle crumbs over muffins.
Bake at 400 degrees for 15-18 minutes or until lightly browned.
