Make a paste of the garlic and seasonings by mashing them together in a mortar and pestle. Rub into the lamb and let marinate at room temp. for 1 hour.
Prepare fire on one side of kettle type grill (webber). When coals are very hot, place lamb on a rack directly over coals; sear for 4 to 5 minutes on both sides.
Move lamb to the half of the grill with no coals, cover grill, and cook for 35 minutes, or until lamb is done to your liking. Let rest 10 minutes before carving.
