In a large bowl combine brown sugar, oatmeal, salt, flour and baking soda. Cut in butter until mixture is crumbly. Pat about 2/3 of the crumbs into the prepared pan. Bake at 350F for about 5 min or until slightly puffy and just beginning to brown at edges. Remove from oven and set aside to cool.

In a medium saucepan combine condensed milk, chocolate chips, water, vanilla and almond flavorings. Cook and stir over medium heat until chips are melted. Pour over the crumb mixture in the pan. To the reserved crumbs, add about 1/2 cup chopped almonds.(I use sliced so I didn't chop them to much). Sprinkle this over the filling.
