In a small bowl, stir together cocoa powder, granulated sugar, and brown sugar. Set aside. In a heavy small saucepan, melt margarine or butter with cream over low heat, stirring constantly. Cook and stir over medium heat about 3 minutes or until mixture boils around edges. Add sugar mixture. Cook, stirring constantly, for 1 to 2 minutes more until sugar dissolved and mixture is smooth and thickened. Serve immediately or cover and store in the refrigerator up to one week.
