Cook rice and set aside. Bring the vegetable broth and water to a boil. Add the cauliflower and boil for 10 min. Puree in blender adding milk. Season with salt. Pour over the cooked rice and stir to combine. In a large skillet, melt the butter and add the garlic. Sautee over low heat. 3-5 min. Add the rice mixture and stir until butter and garlic are incorporated. Add cheese on top and stir.
