Bring one cup of water and the Bouillon Cube to a boil, stirring occasionally until dissolved. Meanwhile, stir together cornstarch, milk, and 3 Tbl. cold water in a coffee cup.
Pour cornstarch mix into broth and return to a boil, stirring constantly for a minute or two. Reduce heat to a low simmer and stir constantly at least another five minutes.
Remove from heat for a few minutes to thicken. Stir in pepper and chives, and serve.
NOTE- This makes about half a cup. It is somewhat on the thin side, but has good flavor. Adding a Tbl. of butter will thicken it some, but dulls the flavor.
