Pound chicken breasts to 1/4 inch thickness. Season with Salt and Pepper. Mix flour, lemon zest, paprika and garlic powder. Dredge chicken to coat.
Heat oil in a large pan over medium high heat. Saute chicken 3 to 4 minutes on each side until lightly browned. Add lemon juice, wine and broth to the pan. Simmer 5 minutes. Add capers and artichokes. Heat through.
