In a bowl, combine flour, pepper and salt. Dredge steak in flour mixture. Brown in a non stick skillet, being careful not to crowd the skillet. Transfer browned beef to the slow cooker. Combine remaining ingredients in a bowl. Pour over steak. Cover and cook on low 6 - 8 hours.
