Make two layers each of the potato slices, ham and onions in a shallow baking dish. Combine milk, flour, butter, salt, pepper in a small saucepan; cook, stirring constantly, until sauce thickens and boils for 1 minute. Pour over layers.
Bake ina moderate oven (350)40 minutes or until bubbly hot. Sprinkle with finely cut chives.
