Combine flour, salt and baking powder; cut in shortening until a coarse crumble. separately, whisk egg yolks, lemon juice, and water; gradually add flour mixture until dough forms a ball. Divide in half. Chill 30 minutes.
Roll out one ball into 17x12 rectangle. Use an ungreased 15x10x1 in. baking pan. Press pastry onto the bottom and up the sides of pan; trim pastry even with top edge.
Toss apples, cinnamon, flour, nutmeg together and spread over crust. Roll out remaining pastry and place over filling. Trim, brush with water or milk, pinch to seal. Cut slits in the top; Bake at 375 for 45-50 min. or golden brown.
Cool on wire rack and then drizzle glaze over bars.
