Combine flour, oats, sugar, baking powder, salt, and orange zest. Pastry blender or fork, work butter into dry ingredients until batter is size of small peas.
Combine milk, yogurt, and egg; add to dry ingredients, mixing thoroughly. Stir in cranberries.
Spread batter into 9 inch circle on ungreased cookie sheet. Sprinkle with brown sugar. Cut into 8 wedges
350 30-35 mns or until golden brown Remove from oven and recut wedges.
