Preheat oven to 375.
Mix flour, baking soda, and baking powder.
In a separate bowl, cream together butter and sugar until smooth. Beat in egg and vanilla.
Slowly, mix in dry ingredients. Add buttermilk to make dough soft, but not wet.
Roll teaspoons of dough into balls and place on cookie sheet.
Moisten the tops of cookies with buttermilk and slightly flatten the tops of each cookie.
Sprinkle with sugar or sprinkles
Bake for 8-10 minutes until slightly golden.
Let stand 2 minutes before serving.
