Cook potatoes and garlic in salted water until
tender. Drain off all water. Add yogurt
cottage cheese, egg, milk, butter, salt and
pepper. Mash and whip into mashed potatoes.
With a large spoon, dip out a large dollop of
mashed potatoes mounds down in a flat cake
about 1 inch thick. Sprinkle chives on top of
patties for garnish and seasoning. Bake for 30
minutes covered at 350 degrees and then uncover
and continue to bake for another 30 minutes.
