Mix butter, sugar, and flour until well blended.
Press into a buttered 9x13 inch pan.
Bake in a preheated 350 degree oven for 5 minutes.
Cool.
Topping-
Beat together eggs, brown sugar, and vanilla extract.
To the wet mixture, add the flour, salt, and baking powder.
Gently stir in the coconut, nuts and Milk Duds.
Spread over the baked crust.
Bake in preheated 350 degree oven for 25 minutes or until golden brown.
Cool.
If desired, sprinkle confectioner's sugar over top.
Cut into 30 bars.
