Preheat boiler to 500 degrees.
Wash and dry all produce. Medium dice potatoes,
dice green pepper and onions. Finely chop garlic
and jalapeno.

Heat medium pot of salted water. Cover potatoes by
two inches of water. Bring to boil and cook for
about 12 minutes until tender. Drain, return to pot
and keep warm.

Drizzle oil in large skillet on medium-high heat.
Add green pepper. Cook until softened. Add onion,
season with salt and pepper. Cook until softened.
Then add garlic and jalapeno until fragrant. Add
ground beef and Southwest seasoning. Brown and
cook through. Season with salt and pepper to
taste. Then sprinkle with flour. Cook, stirring
for another 1 minute.
Gradually stir in 1c water. Then stir in stock
concentrate and ketchup. Simmer until thickened
and adjust with salt and pepper accordingly. Turn
off heat and drain meat.

Mash potatoes with butter and sour cream. Add
splash of water or milk if necessary. Season with
salt and pepper.
Add meat mixture to bottom of oven proof bowl.
Then top with mash potatoes, leaving 1 inch gap
around edge. Broil until bubbling. Sprinkle with
cheese and broil until cheese is brown.
