Cook the ground beef in a dutch oven until brown, about 10 minutes. Drain. Stir in onions and garlic. Cook and stir for about another 10 minutes, until the onions are translucent.
Stir in water, tomato sauce and diced tomatoes, soy sauce, Italian seasoning, bay leaves and seasoned salt and bring to a boil over medium heat. Reduce heat to low, cover, simmer about 20 minutes, stirring occasionally.
Stir the macaroni into the mixture, cover, and simmer over low heat until the pasta is tender, about 25 minutes, stirring occasionally. Discard bay leaves and serve.
