Position a rack in the top third of the oven and preheat the oven too 400 F lightly oil an 11 1/2 x 8 inch backing sheet
Mix the mayonnaise and pest in a small bowl. Season the flounder with salt and pepper. Starting at the small end, rool up each flounder fillet into a thick cylider. Place in the baking dish. Slather the mayo mixture on the top of each fillet
Baking untill the may mixture is tinged with golden brown and the fish look opaque when pierced in the center with a tip of a knife, about 15 mins
