Combine clams, mussels, and salt; set aside for 30 minutes. Combine clam broth and water, add clams and mussels, bring to biol and cook for 5 minutes; discard unopened. Strain out broth (reserve).
Heat oil, add peppers and cook for 10 minutes; add garlic, then saffron, paprika, and clam broth. Boil and simmer for 10 minutes.
Add spaghetti and cook until softened; add fish and shrimp, cover, and cook for 5 minutes on medium. Add shellfish, peas, and olives, and cook for 5 more minutes until seafood is done. Sprinkle with parsley and serve.
