Start making mashed potatoes: slice potatoes thin, throw them in boiling water, boil for 10 min, or until soft in the center.
Meanwhile mince onion, bell pepper and garlic. Brown hamburger in a med. skillet. Drain. Add minced veggies. Cook till onions are transluscent. Remove from heat.
Drain potato slices when they're done. Add a handful (or two) of cheddar cheese, drizzle with ranch dressing (1/3 cup?). Mash potatoes until the lumps are mostly gone, and ingredients are well mixed. Add milk by tablespoon-fuls until you have a consistancy you like. A little extra won't hurt, as it will dry a little in the oven.
In ungreased 9x9 pan, layer hamburger mixture, corn and end with mashed potatoes on top. Bake 350 F for 30 minutes, or till heated through.

Any kind of meat, any kind of veggies you like. Bacon is a nice touch too. The mashed potatoes are good by themselves too.
