Crumble beef into heated skillet; add onion. Cook over moderate heat until meat loses red color. Combine soup, evaporated milk and chilies; mix until smooth. Combine beef and soup mixtures. Cover bottom of greased 9 x 13 inch pan with half the tortillas quarters; spoon half the hamburger mixture over tortillas. Arrange remaining tortillas on top; spoon on remaining hamburger mixture. Sprinkle top with cheese; bake uncovered in preheated 350 degree oven for about 30 minutes until bubbly.
