Put cornmeal, flour, 1 tsp salt and baking powder in a mixing bowl, and whisk to blend well. In another bowl, whisk together egg and water, then stir into dry ingredients, mixing only till moistened. Sprinkle remaining 1/2 tsp salt and pepper over onion and okra, then toss together lightly. Fold into batter.

Pour 1 inch of oil into a skillet and heat to 350. Spoon okra batter by heaping tablespoonfuls into hot oil, do not overcrowd pan. Fry till golden brown on one side, then carefully turn and continue frying till both sides are brown. Remove from skillet and drain well on paper towels or newsprint.
