Bake cake or brownies and remove from the oven. Scoop marshmallow creme over the top and return to oven for 1 minute and then cool. Melt margarine and add cocoa. Cook for 1 minute over low heat. Add vanilla, powdered sugar and enough milk for spreading consistency. Spread over marshmallow creme.
