Remove casings from sausage. Cook sausage in a large skillet over medium heat until meat is browned, stirring until meat crumbles; drain. Add onion, sliced peppers and garlic; cook over medium heat until vegetables are tender, stirring occasionally. Add parsley and pepper.
Cook lasagna noodles according to package directions; drain well and set aside
Combine tomato sauce and tomato paste; stir well. Add chopped basil and oregano to the tomato sauce and paste. Spread half of tomato sauce mixture in a lightly greased 13 x 9 x 2 inch baking dish. Layer 4 lasagna noodles, half of sausage mixture, 1 cup mozarella cheese and 1 TB Parmesan cheese. Repeat layers once.
Top with remaining 4 lasagna noodles; spread remaining tomato sauce mixture over noodles. Top with remaining 2 cups mozzarella cheese; sprinkle with remaining 2 TBS Parmesan cheese. Bake uncovered at 350 degrees for 40 to 45 minutes. Let stand 15 minutes
