In a small pot, combine sugar, lemon juice, mint, and 1/2 cup water. Bring to a boil over medium-high heat, stirring. Reduce heat; simmer 5 minutes. Cool 10 minutes.
Strain into a pitcher. Stir in limeade concentrate and 2 Cups water. Refrigerate. Before serving, add chilled seltzer. Garnish with lemon and lime slices and mint leaves.
