Cook pasta according to package. Meanwhile, in a small saucepan, bring the 1/2 cup water to a boil, and add carrots. Cover and simmer for about 2 minutes. Add green beans, peas, yellow squash, mushrooms and red pepper; cover, and cook the veggies for about 2 minutes, or until they are tender. Pour out any remaining cooking liquid. Keep your eye on the pasta; when the pasta is finiehd, drain and set aside.
To make the sauce, melt margarine or heat oil in a nonsitick skillet or large saucepan. Add onion and saute for about 1 minute; add garlic and saute abbout 30 seconds longer. Add flour and stir unitl margarine or oil is absorbed. Add the soymilk water combinaion and stir until smooth. Add tamari or soy sauce. Add basil, salt and pepper and simmer for about 3 or 4 minutes, stirring often, until thickened.
Put pasta in a big bowl, top with sauce and veggies. Toss it all together or leave veggies on top. Add additional salt and pepper to tste. Sprinkle with soy or dairy cheese, if using. Makes 4 servings.
