Rub roast with garlic and salt, coat fat side of roast with peppercorns. Drizzle with Worcestershire sauce. Place in a roasting pan. Bake at 350 for two hours and 15 minutes or until a meat thermometer inserted into thickest portion reads 145 , medium rare or 160 , medium. Shield with foil during cooking if roast gets too brown. Cook onions and oil in large skillet over medium heat until onions are soft. Add brown sugar and vinegar, cook about 8 to 10 minutes or until onions are caramelized. Let stand 10 minutes, sliced roast and serve onions over top.
