In lg saucepan melt butter on low heat. Add onions and cook until translucent. Add flour to make a roux. Cook for 5 min stirring. Add cold milk and chicken broth, stirring constantly. Add leeks, onion powder, tabasco, and worcestershire sauce. Cook on med heat until soup thickens. Add cheese, stirring until melted. Season to taste garnish before serving w/ chives.
