Preheat oven to 350F. Coat @ baking sheets with cooking spray. Blend walnuts in food processor 30 seconds, or until ground into fine meal. add oil, blend 2-3 minutes. Transfer to bowl.
Whisk together brown sugar and 1/2 cup water in saucepan and bring to a boil. Pour brown sugar mixture over walnut butter, add vanilla extract and stir till no lumps remain.
Whisk together oat flour, baking soda, salt, and cinnamon in seperate bowl. Stir oat flour mixture into walnut mixture. cool 10 minutes.
Fold oats, then chocolate chips into dough. shape into 2-inch balls, and place on prepared baking sheets. flatten cookies with botton of drinking glass dipped in water. Bake 8-10 minutes, or till cookies begin to brown.
