Heat oven to 350 degrees. Line 13x9 inch baking pan with aluiminum foil, extending foil over edges of pan or use paper liners in 36 mini muffin tins.
Combine brown sugar, margarinbe, and peanut butter in large bowl. Beat at medium speed until smooth. Add eggs and vanilla, beat again. Reduce speed, add flour, baking powder and baking soda. Mix well. Add chips and stir.
Press dough in pan or place dough in muffin liners. Srpinkle with sugar. Bake 20 -22 minutes until golden brown (10 - 12 minutes for muffin tins) Press chocolate candies in muffin or evenly spaced in pan. Cool completely prior to removing cookies from pan.
