Pour olive oil in non-stick pan. Add meat onions and garlic. Cook and stir until meat is brown and onions are tender. Add next 8 in gredients. Cover and simmer for 2 - 2 1/2 hours. Blend flour and 1/4 cup water, stir gradually into meat mixture. Bring to a boil for 1 minute. Serve over noodles.
