Preheat oven to 325 degrees. Sift first four ingredients together in
a large bowl.
Make a well and add oil, egg yolks, vanilla, juice, water, and 1/2
cup cherries. Beat until smooth and set aside.
In another larger bowl, mix egg whites and cream of tartar and beat
until peaks are very stiff (3-5 minutes). Pour egg yolk mixture into
egg white mixture gradually, and gently fold with a spatula until
blended.
Pour into an ungreased tube pan and bake 55 minutes. Set upside
down and let cool.
