Heat oil in medium saucepan over medium heat. Cook carrot,celery, and shallot until tender, about 6 minutes. Add water and lentils, bring to a boil; reduce heat, simmer, partially covered, until lentils are tender, about 20. Do not let lentil dry out, add water if needed. Stir in Bulgar,cook partially covered, until soft but still chewy, about 5 minutes. You can have this more like soup--add water if needed---or more firm, like rice. Fork or spoon? I ate it with a fork.
