Place beans, broth and water in 8 qt dutch oven. Heat to boiling, reduce to simmer for about 2 hours, stirring occasionally. Saute beef, onion and garlic. Drain. Add beef and remaining ingredients to beans. Simmer covered for 1 hour. If it nedds to be thinner, add some beef broth. A little tomato paste will add some body also.
