In a well greased 9 X 13 pan, layer frozen vegetables, chopped onion and rice.
In saucepan, mix butter, milk, water, soup and cheese. Heat till warm and cheese is melted.
Pour over vegetables. Bake 30 min at 350 degrees covered. Remove foil and bake an additional 10 minutes.
