Mix dry ingredients together. Put half of mixture in bottom of pan.
Heat dates and water in pan until smooth and creamy; add vanilla. Pour over bottom layer in pan and smooth out. Pour rest of oatmeal mixture on top and pack down. Bake 350 for 15 minutes.
