Brown hamburger in skillet with onion and drain. Mix in tomatoes, tomato sauce, onion soup mix and chili powder. Simmer. In a large stock pot, mix water, potatoes, carrots, celery, barley and green pepper. Cook until tender. Add hamburger mixture to vegetables and simmer approximately 30 minutes.
