Blend together cold water and ry milk. Put into 2 qt sauce pan; cook and stir over midium heat until thick and smooth. Remove from heat and add the rest of the ingredients. Pour into 2 qt greased baking dish. Dust with paprika. Bake 350 degrees for 30 minutes.
