Melt carmels and 1/3 cup milk over low heat. Set aside (do not cool). While carmels are melting, mix together cake mix, 1/3 cup canned milk, and butter. This will be VERY dry. Do not add more liquid. Use 1/2 of cake mixture and spread over greased and floured 9 X 13 pan. Bake at 325 for 8 minutes. Remove from oven. Pour chocolate chips, peanuts, and carmel over top. add remaining cake mix and bake for an additional 20 minutes. Cool and cut into squares.
