Heat over to 350 degrees. Whisk Flour, Baking Soda, Salt, Ginger, Cinnamon, and Cloves in bowl. Beat Oleo, Shortening and 1 C Sugar in mixer bowl on medium speed. Beat in Egg, Molasses and Peel until light and fluffy, 5 minutes. Reduce speed to low and add dry ingredients, just until combined. Place remaining 1/4 C Sugar in pie plate. Shape dough into 1-inch balls, roll balls in Sugar. Place balls 2 inches apart on ungreased cookie sheets. Bake 10-12 minutes. Transfer to wire racks; cool. Makes 5 dozen.
