Cook beef and onion; drain fat. Blend flour with small amount of milk until smooth; add remaining milk and cook until thick. Add 1/2 t pepper.
Defrost green beans and add to cooked macaroni. Combine with cream sauce, 1 1/2 c of cheese and meat mixture. Sprinkle the last 1/2 c cheese over the top. Bake at 350 for 45 minutes.
