Preheat oven to 350°F.
Cream cheese filling-
Beat in electric mixer cream cheese, egg, sugar, and salt. Mix in
chocolate chips. Set aside.
Chocolate cupcakes-
In large bowl combine flour, sugar, baking cocoa, salt, and baking
soda. Stir in water, oil, vanilla and vinegar until smooth.
Line or grease muffin tins. Fill each tin with 1/3 c chocolate batter.
Spoon 1 heaping tablespoon of cream cheese filling into the center
of each cupcake. Bake for 35 minutes.
