In a medium Sauce pot, bring the heavy cream to a simmer just to warm it through. In a sauté pan, melt the butter and flour together making a roux. You do this by whisking the butter and flour together while combining. Cook for one minute to remove the flour taste.
Next, whisk your roux together with the heavy whipping cream and continue whisking so that there are not lumps. Finally, add the cheese and whisk it together until it is all melted.
