In a large mixing bowl, combine both boxes of pudding mix with milk. Fold Cool Whip into pudding mixture.

Line bottom of 9x13 dish with graham crackers.
(If desired, crushed graham crackers or graham cracker crumbs can be used instead of whole crackers)
Spread half of pudding mixture over graham cracker layer. Top with another layer of graham crackers and then remaining pudding mixture. Top with a final layer of graham crackers. Set in refridgerator to chill while icing is being prepared.

ICING-
Mix sugar, cocoa and evaporated milk together and boil for 1 min. Remove from heat.
Add margarine and vanilla extract. Whisk until cool & desired consistency. Pour over dessert.

Chill in refridgerator for several hours before serving.
