Freeze steak & cut. Heat oil in skillet. Add- garlic, salt, ginger & pepper. Saute until garlic is golden. Add steak, cut in 1/4 stripes, brown lightly. Remove meat from skillet. add peppers and onions. Cook 3 to 5 minutes. Return beef to skillet. Add- soy sauce, sugar, bullion,water chestnuts, cornstarch dissolved in water & green onions. simmer 15 to 20 minutes. serve with rice.
