Combine shrimp, ginger, cayenne, pepper, garlice, sesame seeds, black pepper and sesame seeds in a large plastic food storage bag and toss to coat.
heat oil in a large skillet or wok. Add bell pepper and green onions, cook 3 minutes. ass Teriyaki sauce, peas and shrimp with seasonings. Saute 4 minutes.
Stir in corn starch into broth and add to skillet/wok. Stir until mixture boils. Remove from heat.
Serve shrimp and vegetables over hot rice.
