In a small saucepan, melt margarine. Pour flour and a small
amount of milk into a sealed tupperware container and shake
until combined. Stir flour milk mixture into butter and cook over
medium heat for 1 minute, stirring constantly. Gradually stir in
remaining milk and cook until thick and bubbly, stirring
constantly. Ass cheese and pepper, stirring until cheese melts.
Serve sauce with roll-ups.
