Rub beef with salt and pepper and let stand. Brown beef and remove from pan. Fry onions and garlic and ginger until fragrant. Add water and tomato paste and bring to a boil. Add meat and vegetables ( carrots ), bay leaves and cloves and add water to cover and simmer for an hour or so.
Just before serving, add soy sauce and sherry.
