Preheat oven to 425 degrees. Melt butter in a saucepan. Stir in flour to form a paste. Add water, white & brown sugar, bring to a boil. Reduce temp & simmer.
Place bottom crust in pie dish, fill with apples, mounded slightly. Cover with latice work of crust. Gently pour sugar mixture over top of crust. Pour slowly so that it does not run off.
Bake 15 min in oven. Reduce oven temp to 350 degrees, continue baking 35-45 min, until apples are soft. Cool & serve.
