Place oxtails in stock pot. Cover with water add salt and peppercorns to the broth. Simmer until oxtails are tender, may have to add more water. When oxtails are tender add halved potatoes, carrots, and onions. Cook until tender. Strain broth. Serve in bowls by adding noodles and ketchup to broth. Serve oxtails, potatoes, carrots and onions on the side.
