Grease a 1 1/2 quart casserole, set aside. For sauce, in a small saucepan melt butter. Stir in flour, pepper, and salt. Add milk all at once. Cook and stir over medium heat till thickened and bubbly.Add chesse till melted.
Thinly slice potatoes. Place half potatoes in the prepared cassarole. Cover with half the sauce. Repeat potatoe and sauce layers. Add chesse on top.
Bake, covered, in a 350 oven for 40 minutes. Un cover and bake about 30 minutes more or till potatoes are tender.
